North Carolina is 85% fluoridated:

"2002 study, conducted by Raleigh-based North Carolina Division of Dental Health, showed that 52 percent of fifth-grade students and 33 percent of kindergarten students in Lee County suffered from untreated tooth decay.

The study, which consisted of children being screened by the Division of Dental Health, represents the most recent data available.

Similar studies done in neighboring counties also revealed a high segment of children with untreated tooth decay - 46 percent of fifth-graders screened in Chatham County and 41 percent of fifth-graders in Harnett County."
